yes, they can.
All my horses come differently. I have some horses that need to wear shoes all the way around and others that do not. Never had a problem with differences. All the boarding barns I used in the past never had a problem and never had a problem with my boarders and there horses.
I would not because if they live there through feeding time then most likely one or two of them will become the dominant one which cold involve some kicking. And in the winter, there will be ice which is harder for horses with shoes on.

It has never been allowed anywhere that I have boarded over the years, & I would not have let any of my horses be kept pastured with a horse wearing shoes all around. Now that I have my own place, I would not allow it here either. Horses shod all the way around should be kept in separate paddocks. Temperament has nothing to do with it. Horses play & horses get annoyed & kicks happen when they r kept together. I can not believe what I am reading in the above posts.
The damage done by a kick from a horse with shoes on is far worse than without.
Try an experiment. Take a rubber headed sledge hammer, which resembles the consistency of a hoof, & hit a tree with it with all the force u can muster. Then take that same hammer & add a ridge of steel like a horseshoe to it, & hit the tree again. Then evaluate the difference in the impact on the living tissue of the tree.
I turn them out with other horses. In muddy conditions though it is worth it to invest in bell boots for the front & back to help avoid him loosing a shoe. We bring the horses inside to eat their grain & hay outside, & as long as the hay is spread way apart so the horses do not fight over it, we've never had any problems. We never feed grain outside though- the less dominate horses would never get their appointed ration because the more dominant horses would chase them away from their food. As far as other horses getting kicked, with a shoe or without a shoe is not going to make a whole lot of difference. If he kicks another horse, he could do massive damage with a shoe on or barefoot.
I've never ridden or boarded at any stable who cared wether shod horses got turned out with unshod horses - everyone got turned out together with no issues.
The only time I ever worry about shoes is when the horses have studs in the winter because those can really tear a horse up if they are kicked.
Some people who are paranoid about their horse getting a scratch might pass out at the thought but in all the years I have owned horses, shod horses have been turned out together,
